You can use Samsung Pay on non-Samsung phones, I've used it on an Active2 and GW4 with both a OnePlus 7T Pro and Pixel 6 Pro without issue. There was briefly a bug where you couldn't set it up from some non-Samsung devices, but I believe that's fixed now (it never stopped working for me). Google Wallet is of course functional regardless.
I'm not saying it doesn't suck those are locked behind samsung phone payroll, but at the same time they aren't things that I'd assume the majority of people would use. The rest of the sensors and features (including the BIA for body comp) are available to non-samsung android phones.

from what I have read there has been some people that managed to sideload the ECG app, but it didn't work. This is just something Samsung won't let you use unless you have a Samsung phone. I have a Pixel 6 Pro and Galaxy watch 4 as well. Sucks, but it's still the best wearOS watch at the moment.
Yes, ECG and blood pressure monitoring won't work without a Samsung phone, and blood pressure monitoring is further restricted if you're outside of the US.
